Job Responsibilities:
- Participation in planning procurement activities at the clinic, collecting relevant information to identify the needs of structural departments in advance;
- Preparation of the annual procurement plan and ensuring its placement on the State Procurement Unified Internet Portal within the time frame established by the legislation of the Republic of Azerbaijan;
- Preparation of the Main Terms Document for procurement procedures;
- Posting relevant announcements on the electronic procurement portal;
- Conducting market research to determine the estimated cost in the procurement process and approval of evaluation documents;
- Identification of specialized suppliers, preparation of their list, and sending of invitation letters;
- Implementation of procurement procedures, preparation of tender documents, meeting and final protocols, and organization of the approval process by the commission;
- Submission of final protocols to the relevant state body and supervision of the registration process;
- Posting notifications of procurement results and contract information on the electronic portal within the specified period, as well as providing official information to participating companies;
- Responding to inquiries addressed to the procurement commission and ensuring effective communication with participants;
- Preparation of procurement contracts in cooperation with the legal and financial departments, development of amendments and additions, and monitoring of execution;
- Checking invoices and acts for compliance with contract obligations;
- Preparation of reports on procurement procedures for management and relevant state authorities;
- Preparation of monthly and annual activity reports on procurement;
- Participation in the preparation of the state budget project.
Requirements for the Candidate:
- Higher education (in finance, economics, or relevant fields);
- Minimum 2 years of work experience in the field of public procurement;
- Must be familiar with the Law of the Republic of Azerbaijan "On Public Procurement" and relevant normative acts;
- Ability to work with the etender.gov.az portal;
- Fluent in Azerbaijani (knowledge of Russian and English is an advantage);
- Proficient in MS Office programs (especially Word and Excel) and ERP systems.

- Workplace: Khankendi, Karabakh
- Work schedule: Five-day workweek (Monday – Friday, 09:00–18:00)
